All-Star coaches

Why are Joe Torre and Jack Mckeon picking managers from last place teams to be All-Star coaches? Torre picked Tony Pena of KC and Carlos Tosca of Toronto. McKeon picked Clint Hurdle of Colorado and Jimy WIlliams of Houston.

It is for what they accomplished last year. Pena was manager of the year, Tosca was second or third in the voting.
