Technically, he's an unofficial mascot.

He, his brother and third guy are losers who collect tips from people who take pictures with them. The Cubs have asked them to stop doing this. I think this will force the Cubs to be more aggressive in their efforts.

I know they definitely have security chase them away now if they're in the vicinity of Wrigley.

I expect a cease and desist letter from the Cubs' lawyer is already in the mail. This guy is using their trademark without their permission in a manner which reflects negatively on the organization (most people would not know he is not affiliated with the team). Good for them. Change the Logo a bit and there's not a thing the Cubs owners can do. Wrigley Fields jurisdiction ends at the sidewalk. I know this for having worked for them for years. Always a good day when a Hipster get a punch in the face by an angry mascot.

While those guys are idiots, unless they are actually on Wrigley property, Cubs security can't chase them away. If they're walking across the street from the park or in one of the many bars in the area, the Cubs can't do anything. The bar owners can decide if they want the guy in there or not.
