He was out of baseball for a long time after his playing days. He never managed until he was age 47 when he started in A ball with the Cubs organization and rapidly climbed the ladder until he was poised to get the ML job but Quade who had turned the club around after Lou wandered off got the job instead.
So he had to restart the clock with the Phillies and it's only been 3 years there and he has the ML job, albeit on an interim basis.
But you're correct in that he could have been nabbed by some other team at any time and wasn't.
