Signing kids out of the Latino (I hope its the proper term) countries? Can you sign anyone at any age from down there? Also why don't we when we see other teams consanstly down there?

If you are insinuating that the White Sox do not have training academies in South America, you are wrong. Take a look at the minors and you'll see quite a few Sox farmhands who are from our Latin development program.
