Perhaps it's because this is the MiLB list? Baseball America had Daisuke ranked as the #1 prospect at age 27, and Hideki Matsui at #8 when he was 28. Hell, Tadahito Iguchi snuck on at #96 in 2005, and he came with much less fanfare than any of these guys.
