"Garland is frustrated? So are we. We expect a lot from him. I don't expect him to win 20 games. I don't expect him to win all his games. I expect him to every time go out and throw the ball better."

Basically he's saying there is no excuse for every outing to be the same. Start focusing on your starts, watch film and adjust.
