One reason why this is is because teams want to create a greater demand for tickets. Another reason is because if you aren't in Yankee Stadium or Dodger Stadium, you are not going to regularly draw 50,000 fans every weekend, or at least 35,000 per night like they do. There could be a decent sized crowd of 30,000, but the stadium would still look empty because there's too many seats.
