Here's an interesting article about the reasons why certain franchises always lose. Though the Sox are listed, we are (once again) bridesmaids to the Flubbies.

Anyone who thinks salary caps, revenue-sharing, reverse-order drafts, and fifth-place schedules are the key to competitive balance, ought to be forced to explain away Bill Bidwell's Cardinals. In Bidwell's case, the only thing all those "level the playing field" efforts of the NFL has achieved, is a free meal ticket for the most incompetent owner in all of sports. His team's fans pay the price, and will continue to do so for years to come.
At least baseball is willing to spend $250 million to get rid of Carl Pohlad. Of course they also plan to disband the Twins in the process. Genius.
You can't legislate competency--or a competitive set of teams.
