At least five years before you can apply, unless you're married to a U.S. citizen, then it's three years.

Per the official website...

Ozzie Jr., Guillen's eldest son, already was a U.S. citizen by virtue of his birth in Las Vegas, when Guillen was a player in the San Diego Padres' system. But Oney and Ozney were both born during the offseason, so they were nationals of Venezuela, like their parents. Only Ozzie Jr. was born a U.S. citizen. Also, if I'm reading the above quote correctly, Oney has already turned 18 and therefore is a U.S. citizen.
