if Ozzie is the 2nd manager who is foreign born in a WS game, who was the first and why the number 17 with a circle around it just off the Sox dugout?

I think Bruce Bochy was the first, with the Padres. He was born in France.

No idea about the #17...

The # 17 is for Chico Carrasquel, who passed away earlier this year.
