re veterans who , if designated, must be traded. Why is that and how does it work? Part of the collective bargaining agreement keeping them out of minor leagues?

The Sox could have optioned Takatsu to the minor leagues. For some reason, they designated him for assignment. It means they have ten days to trade him, release him or outright assign him to the minor leagues.

He's signed to a major league contract, he has to clear waivers to get sent down regardless. By designating him they buy some time to make a deal before putting him on waivers.
