Definitely, I think Ozzie and Tony Pena would be a good combo and light some fire under some rear ends. The added benefit of managerial experience would truly make the bench coach role what it was supposed to be.

it has been mentioned many times that he would rather have a more hands on role with the players

Pena would be a good addition but would he always have one foot out the door looking for a head coaching position? Then if and when Ozzie quits/gets fired would he become the next coach?

Well, the 2 problems are that 1. Harold isn't going anywhere, especially after our great first month, and 2. Tony Pena has decided to stay within the Kansas City organization.
