BASEBALL MOVES too slowly to eliminate two franchises in three months. It's just not going to happen.

Baseball has taken nearly 30 years to figure out what to do about the designated-hitter rule, and it's still working on it. So why would anyone think baseball's powers could make Montreal and Minnesota disappear in a matter of months? Baseball's powers yesterday announced their intention to eliminate two of 30 franchises. But until a dispersal draft is completed, and Expos outfielder Vladimir Guerrero is wearing a new Pirates uniform and Twins pitcher Eric Milton is wearing a Tigers or some other new uniform, contraction remains a long-shot concept.
