How tf are the 06 Cubs a #1 seed? They didn't even win the WS!!!

How the hell do the '99 Devil Rays make the cut? ***?

I think they have a system something like what the NCAA tourney does, 1 rep. per conference. They are going for 1 rep. per franchise.
