I was going through the Marlin's personnel and player items and was trying to find some insight as to how they won in '97, completely retooled and won it again last year. Many will say that they are an abberation, who knows. I do know that the GM(s) of that club have made some fairly great moves in the franchises (short) history, with the foundation having been laid since opening day of the franchise history and moves from as early as '92 having impacts on both '97, and in 6 degrees of seperation, the '03 WS team. Just check out all of the "big" names to have passed through the Marlins' organization:

February 14, 1992: Edgar Renteria signed as an amateur free agent.
June 1, 1992: Charles Johnson drafted, 1st round (28th pick) of the 1992 amateur draft
August 19, 1992: Luis Castillo signed as an amateur free agent
November 17, 1992: Trevor Hoffman drafted from Reds (8th pick, '92 expansion)

July 17, 1993: Acquired Rob Nenn from the Rangers for Chris Carpenter
December 13, 1993: Altonio Alfonseca drafted from the Expos in the 1993 minor league draft.

December 14, 1995: Signed FA Al Lieter [$2.75M]
December 22, 1995: Signed FA Kevin Brown [$3.35M]

June 4, 1996: Mark Kotsay drafted, 1st round (9th pick) of the 1996 amateur draft.
August 8, 1996: Acquired Ryan Dempster and Rick Helling from the Rangers for John Burkett

March 26, 1997: Acquired Cliff Floyd from the Expos for Dustin Hermanson and Joe Orsulak

July 27, 1997: Acquired Craig Counsell from the Rockie for Mark Hutton.
December 15, 1997: Acquired Derrek Lee, Rafael Medina and Steve Hoff from Padres in exchange for Kevin Brown

March 28, 2001: Acquired Matt Clement, Eric Owens and Omar Ortiz from the Padres in exchange for Kotsay and Cesar Crespo.

March 27, 2002: Acquired Julian Tavarez, Dontrelle Willis, Jose Cueto and Ryan Jorgenson from the Cubs in exchange for Antonio Alfonseca and Matt Clement.
July 11, 2002: Acquired Juan Encarnacion, Wilton Guerrero and Ryan Snare from the Reds in exchange for Ryan Dempster
July 11, 2002: Traded Floyd [along w/ Claudio Vargas, Wilton Guerrero, and cash] to the Montreal Expos Graeme Lloyd, Mike Mordecai, Carl Pavano, Justin Wayne and Donald Levinski

What's this mean? *shrugs* The Marlins organization know who to sign and when to sign and when to trade away, I'll give them that. Good to see Willis not in a Cubs uniform though.

When you finish last, you're bound to get some pretty good players in the
top picks of the draft.

Check the Cubs starting rotation for evidence of this...

Yeah, it's time for people to stop using the excuse of the Sox not drafting in the top 10 for the state of the farm system and the failure to develop major leaguers (especially pitchers). It is possible to develop players from the second and third rounds into good players, but the Sox haven't consistently done it, so the question is is the problem with predraft scouting or with postdraft development.
