I think that Fogg has somehow pissed off Manuel/KW by asking for a starting job ala Lowe. First, he doesn't get called up for a long time. When apparantly his requests have subsided, Sox decided to call him up Now that he has pitched 3 perfect innings (nevermind that "doubple" that went Jose couldn't handle at 3rd), he probably once again approached Manuel. Why else would he only throw something lie 3 pitches in the last 5 games? Why let Embree pitch now? I bet if Fogg would have been left in yesterday, Sox don't blow the lead.
