The White Sox did not tender left-handed pitcher Scott Schoeneweis.

This means:

A) KW is close enough were he thinks he can get 2 FA starters

B) KW will get one FA starter and leave one spot open for the taking in spring training

C) There will be two open spots in spring training.

If I had to guess, I would guess that situation B would happen

I think it also means Schoeweiss isn't worth 1.5 million or even 80% of that...and that he really is not an option at Starter, and needs to make a salary in line with being a decent reliever

This appears to have been misreported by folks who made the assumption that since they didn't hear it was a non tender. The report is now they did offer him a contract.

The Sun Times and mlb.com both earlier reported he was non tendered. But he'll be back. I still think he will eventually wind up in the bullpen.

As someone stated before:

Nothing like chicago papers being in unison.

Schoeneweis was offered arbitration, as reported in the Trib. And, if they are going to pay him in the neighborhood of $1.75 million, then he will most likely be starting. If the Sox don't make any significant additions to the staff, then he will definitely be starting...and #4 in the rotation (how awful).
