I don't know if this situation still exists today but it may.

The sox were playing the yanks when Torre first became their manager. Yank announcer Michael Kay mentioned the following, not exact words. I was dicussing with Joe his pitching philosophy. He said, every team has a player who can beat you. Take the white sox, it's Thomas. I've told our pitchers that in a close game they will try to hit the corners but never give him a pitch he could drive.
Until the batters behind the "star" of the team become a threat, in close games, we'll pitch around the biggest threat.

If this is still the feeling of many managers today, until Maggs, Konerko and Lee start to hit the ball with some authority, Frank will see fewer and fewer good pitches to swing at.
