That is a great rule change.

I lost count of the number of times last year that I saw a pitcher warm up between innings and then the manager come out to make a pitching change before a pitch was thrown. Seeing this occur in person at a game is even more frustrating than on television.

The Fuld incident was just a bizarre circumstance when Fuld was technically the current pitcher, but I wouldn't attribute the rule change to that instance.
